Nor is it a sign that McCarthy has figured out a way to bring his Republican Conference together. Of those who voted on the bill, fewer than 60% of House Republicans backed it. Former President Donald Trump had been publicly pushing for a shutdown, and a lot of Republicans have been listening. A shutdown may have been avoided this time, but there’s no guarantee it will be next time. If McCarthy or whoever may succeed him ends up allowing a shutdown to happen, there will be a lot of Republicans cheering along the way.

That should be no surprise considering that a consistent proponent of this inquiry was former President Donald Trump. I make that judgment based on my work as a scholar of impeachment and also as a practitioner who helped lead the first Trump impeachment and trial as counsel to the House Judiciary Committee. McCarthy bitterly — and now hypocritically — criticized former Speaker Nancy Pelosi for announcing the first Trump impeachment before a vote (she later scheduled one). That includes examples like the inquiry into President Richard Nixon and the second Trump impeachment. The proposed Biden impeachment is a revenge mission and nothing more.

In a win for McCarthy, a key Republican said he expects to support a rule to set parameters for debate. Republican leader Kevin McCarthy is far from assured of winning sufficient support in his party to become House speaker next month. The tiny GOP House majority that takes over in January, after a disappointing midterm performance, would mean a fragile governing mandate for any party at any point in American history. McCarthy’s impossible mathFrom a broader political perspective, it might be in McCarthy’s interest to stand up to the most extreme members of his conference. The path to the GOP majority went through comparatively moderate seats in places like New York that will be most at risk in the 2024 election. But it also reflected Greene’s growing personal power, after she broke with some radical GOP members and lined up to support McCarthy’s speakership.

Even though no major news network has made the call, House Republicans have begun jockeying for leadership roles under the assumption that they will be able to seize power. McCarthy has spent years trying to position himself to be the next Republican House speaker. Some House Freedom Caucus members are outright opposed to McCarthy, while others are demanding concessions from him that would greatly water down his power as speaker.
